The Plan for the Elimination of Architectural Barriers (PEBA) is the tool provided by Italian legislation to ensure a broader access to the built environment. However, the simple formal application of the minimum requirements propose by the regulation has limited the broad implementation of this plan. Here, an analysis of this tool and the legislation in which it was conceived is proposed, with the aim of presenting its criticalities and, at the same time, the opportunities that the performance-based approach pursued by the law guarantees in fostering the latest research in the field of inclusion. This is particularly relevant given the recent development of regional guidelines and those by the Ministry of Culture, which apply to the historical-cultural contexts that characterize the European territory. Thus, a brief reflection is proposed on two operational areas of the PEBA where intervention is needed to promote an inclusive approach in the enhancement of cultural heritage: the identification of a clear management system for the involved stakeholders and the improvement of the surveying and analysis phase of urban accessibility.
