Constraints on chemical potentials and masses of "inos" are calculated using cosmological standard nucleosynthesis processes. It is shown that the electron neutrino chemical potential, zeta-nu-e, should not be greater than a value of the order of 1 and the possible effective chemical potential of the other neutrino species, zeta, and electron neutrino chemical potential are related approximately 10-zeta-nu-e almost-equal-to zeta in order not to conflict to observational data. The allowed region consistent with the He-4 abundance observations are insensitive to the baryon to proton ratio, eta, while those imposed by other light elements (D, He-3, Li-7) strongly depend on eta. Values of the chemical potentials calculated by Ruffini et al. (1988a), in a previous paper in the series, on the basis of a cellular large scale structure of the universe are shown to be consistent with cosmological nucleosynthesis.
