The employability of graduates has become a key issue for higher education institutions (HEIs) worldwide. Students, families, businesses, and institutions are increasingly focused on the career prospects of young graduates, as employability reflects educational quality and influences rankings and funding. Developing effective employability strategies is crucial for HEIs to fulfil their educational mission and remain competitive. However, there is often confusion between employability and employment, and the global discourse on employability strategies is uneven, with most research concentrated in Anglo- Saxon countries and assuming an intentional approach to strategy planning. This research examines four case HEIs in Italy and Portugal, finding that employability strategies are emerging from a mix of top- down and bottom- up initiatives, heavily influenced by national norms and available resources. The study underscores the importance of managing the dynamic process of strategy formation, highlighting the emergent nature of employability strategies in higher education.
