The contribution proposes a governance approach on strategic spatial planning devoted to land protection. The case study involves 22 municipalities located in Franciacorta (about 200,000 inhabitants and 300sq. km), which is also an important wine-area in northern Italy. It is a story of partial failure that makes evidence of the difficulties of engagement processes on land and flood protection that need interinstitutional approaches and collaborative attitudes among municipalities to reach more sustainable land-use practices and high quality of life for their citizens. The study underlines that strong institutions play a fundamental role to lead communities and their transformation capacity to use appropriate and inclusive governance mechanisms in transition territories.
