The paper analyzes the management of government crises by President Mattarella during his first term at the Quirinal and focuses in particular on the events that led to the formation of the first Conte Government and of the Draghi Government, in which there was a decisive presidential “interventionism”. The work tries to highlight the inappropriateness of the choice to give public expression to his evaluations as well as the excessive importance given to the need to “act quickly”, which both played a role in taking problematic decisions from the point of view of the dynamics of the parliamentary form of government. In conclusion, it is mentioned how the “time factor” has also inappropriately affected his re-election as Head of State.

Abstract
The paper analyzes the management of government crises by President Mattarella during his first term at the Quirinal and focuses in particular on the events that led to the formation of the first Conte Government and of the Draghi Government, in which there was a decisive presidential “interventionism”. The work tries to highlight the inappropriateness of the choice to give public expression to his evaluations as well as the excessive importance given to the need to “act quickly”, which both played a role in taking problematic decisions from the point of view of the dynamics of the parliamentary form of government. In conclusion, it is mentioned how the “time factor” has also inappropriately affected his re-election as Head of State.I documenti in IRIS sono protetti da copyright e tutti i diritti sono riservati, salvo diversa indicazione.
