In the first decade of this century Portuguese governments promoted a massive effort to improve the educational qualification of Portuguese residents also by implementing an extended network of centres in charge of apprising prior and experiential learning. Based on the Portuguese Quadros de Pessoal survey this paper assesses the wage return to formal adult education and recognition of prior learning by means of DID-PSM estimates. The outcomes of the empirical analysis show that adult education-oriented policies managed to increase the absolute number of education upgraders, but not their percentage on the whole working population. Participants in adult education enjoy statistically significant and positive increase in their earnings compared to non-participants. However, enforced policy measures generated only marginal impact on the average annual growth rate of wages due to improvement in educational qualification.
