The implementation of Environmental Management Systems (EMS) in landfills is of particular interest in order to face to ecological risk. EMS adoption, indeed, can produce important consequences on the technical and economical management of the plant. A simple evaluation of the investment based on cash flows would not result enough meaningful because of the aspects (such as the environmental ones) that can be hardly expressed as a quantity or to which we are not able to assign a value at all. For this reason, we want to suggest an investment evaluation model allowing to take into account some aspects and parameters which are difficult to express in quantitative terms. These aspects are considered by an integrated way together with the usual aspects and parameters that can be expressed in economical terms.
