The paper aims to investigate how the Public Client’s behaviours could affect the results achieved by large Contracting Firms when Quality Planning and Project Planning are required within a contractual framework. Indeed, it happens sometimes that a weak approach followed by a Client Organisation, because of its poorly skilled management, makes easier to the Contractor to neglect the contractual clauses and to start with a lot of Claims, Disputes, and Litigations. The author reckons that a detailed Project Execution Plan, closely tied and integrated to a Project Quality Plan, should dramatically reduce the amount of claims. Some meaningful case studies will be dealt with, so to identify the main features suitable to an effective decision-making process.
